Study on Extension Strategic Tactical Planning

Abstract:

Extension Strategic Tactics Planning (ESTP), based upon the science of extenics, is established along a perspective of solving contradictory problems. In this paper, the fundamental thoughts, theories and methods of ESTP are introduced concisely. The highlights of the paper are that the techniques, used in case of contradiction to tackle such problems as how to generate the ideas of strategic tactical planning, how to completely analyze the resources, how to exploit extension resources, how to transfer the incompatible into the compatible, and how to transfer the opposite into the co-existent, are developed in a formalized way. And regarding ESTP's practice,the applications of ESTP in resource integration, project, product innovation market development, and crisis prevention and handling are introduced.

Abstract:

The natural evolution pattern of the Yangtze estuary was changed by human activities. The estuary is not controlled by the sides' cape as it did in the past. In the middle of the estuary, a beaded island chain was formed by the Changxing Island, the Jiuduansha mudflat, the Hengsha Island and the Hengsha east shoal, and a new sub estuarine delta is coming into being. This sub delta keeps expanding outward relying on the engineering constructions. The Hengsha east shoal will become land due to mudflat enclosure and siltation with waterway dredging soil. The new reclaimed land area could reach 400 km2 and more than 18 km deep-water shoreline exists along the north coast of the mudflat edge. The plenty resources of the new sub estuarine delta and an artificial island outside the estuary could become a new space for Shanghai City development and a suitable location of deep-water harbor site.

A review on technologies with electricity generation potentials using liquified natural gas regasification

Abstract: In modern times, worldwide requirements to curb greenhouse gas emissions, and increment in energy demand due to the progress of humanity, have become a serious concern. In such scenarios, the effective and efficient utilization of the liquified natural gas (LNG) regasification cold energy (RCE), in the economically and environmentally viable methods, could present a great opportunity in tackling the core issues related to global warming across the world. In this paper, the technologies that are widely used to harness the LNG RCE for electrical power have been reviewed. The systems incorporating, the Rankine cycles, Stirling engines, Kalina cycles, Brayton cycles, Allam cycles, and fuel cells have been considered. Additionally, the economic and environmental studies apart from the thermal studies have also been reviewed. Moreover, the discussion regarding the systems with respect to the regassification pressure of the LNG has also been provided. The aim of this paper is to provide guidelines for the prospective researchers and policy makers in their decision making.

Strategies of Efficient Exploration and Development of Deepwater Oil and Gas Overseas

Abstract: Deepwater offshore area, with rich oil and gas resources, has currently become the hot area for oil and gas exploration and the main battlefield where global oil majors compete with each other. This article summarizes the current situation of deepwater oil and gas exploration and development overseas from the perspectives of exploration history, exploration achievements and technical progress, and analyzes the difficulties and challenges faced by the industry, such as low level understanding of hydrocarbon accumulation conditions, global security and environmental challenges. And then, several feasible implementation strategies have been proposed on how to actively deal with the challenges, promote Chinese oil companies’ overseas exploration, and realize efficient exploration and development of deepwater oil and gas fields overseas. These strategies consist of three aspects: profit-oriented operation principle, exploration ideas supported by theory and technology, and exploration strategy that puts safety first. In the era of low oil prices, Chinese oil companies must build up confidence, seize the opportunity and face the challenge while taking efforts to innovate technologies and theories, updates strategic ideas, and cultivate deepwater talents so as to be in an active position in global deepwater exploration and development industry in the future.

Low carbon economy: idea, application and innovation

Abstract:

Some thoughts on a low carbon economy were proposed to solve the contradiction between economic development and the demands for raw materials and the resulting environment deterioration. From a consideration of China's energy consumption and carbon dioxide emission patterns, it is suggested that work on this should be started from five aspects: restructuring the manufacturing sector, restructuring energy supplies, using scientific and technological innovations, optimizing consumption processes, and support from government policies. This paper discussed possible means to implement measures from those five aspects and analyzed some potential technological innovations.

Abstract:

A brief account of the meaning of atmospheric science and its importance to human*s existence and development are given, including taking precautions against natural calamities and reducing natural disasters, development and use of climate resource, protection of ecological environment, sustainable utilization of water resource, etc. Atmospheric science brings benefit to mankind through the development and use of atmospheric information, which is necessary to be engineered inaccordance with the characteristic of information engineering. The basic conditions and effects of main meteorological engineering constructions are briefly reviewed. Basic thinking for the next three decades about atmospheric science engineering construction and some key projects to be constructed and some main measures are initially envisaged .Key projects include automatic atmospheric monitoring system enginnering, short-range climate forecast system engineering, satellite synthetic application system extending engineering, mesoscale (local) numerical weather forecast system engineering, weather modification system engineering and meteorological service system engineering.
